The rapid advancements in Vertical Take-Off and Landing (VTOL) and Short Take-Off and Landing (STOL) aircraft technologies have necessitated the establishment of specialized infrastructure to accommodate their operational demands. These aircraft, distinct from traditional fixed-wing and rotorcraft, require innovative solutions in terms of takeoff, landing, and overall ground support. The development of vertiports—dedicated hubs for VTOL operations—alongside enhancements to STOL facilities is essential to safely integrate these vehicles into both urban and rural environments.

This Advisory Circular (AC) has been issued to provide comprehensive guidance on the design, planning, and operation of vertiports and related infrastructure. It aims to ensure the safe and efficient incorporation of VTOL and STOL aircraft into India’s civil aviation network. The document serves as a resource for all stakeholders, including urban planners, airport authorities, aviation service providers, and infrastructure developers, enabling a smooth transition to these unconventional aircraft platforms.

The issuance of this Advisory Circular follows the authority vested under Rule 78 of the Aircraft Rules, 1937, which empowers the Director General of Civil Aviation (DGCA) to provide guidelines for civil aviation operations and infrastructure. This circular is an important step in ensuring that India’s aviation industry can accommodate the latest technological trends while adhering to safety standards.

The Advisory Circular draws heavily on international standards and best practices. It is based on Standards and Recommended Practices (SARPs) and guidance materials published by the International Civil Aviation Organization (ICAO), specifically ICAO Annex-14 Volume 2, ICAO Doc 9261, Doc 9981, and Doc 9137. Additionally, it incorporates relevant provisions from the DGCA Civil Aviation Requirements (CAR) Section 4 Series B Part 1 and Part III, as well as guidance materials from other aviation regulatory authorities.

This Advisory Circular applies to all stakeholders involved in the planning, design, construction, and operation of vertiports and STOL facilities in India. It is intended for use by urban planners, civil aviation authorities, airlines, helicopter operators, VTOL manufacturers, and related agencies tasked with ensuring the smooth operational integration of these innovative aircraft systems.

The scope of this document extends to both urban air mobility (UAM) and rural aviation operations, recognizing the differing infrastructure needs for each environment. In densely populated urban areas, vertiports will need to be designed with a focus on minimizing noise and ensuring safety, while in rural regions, the requirements may lean more toward the flexibility of STOL facilities to cater to medical evacuations, cargo transport, and passenger services.

This AC emphasizes safety, efficiency, and international compliance, setting the framework for India’s future in civil aviation, especially in light of the growing trend of electric VTOL aircraft for urban air mobility, as well as the modernization of rural and remote aviation infrastructure. As the aviation landscape evolves, the DGCA aims to remain proactive, ensuring the country’s regulatory framework is prepared for the unique challenges and opportunities posed by these emerging technologies.
