In a significant move towards self-reliance in defence technology, the Indian Navy has announced plans to replace the French-supplied combat management system (CMS) on its Kalvari-class submarines with an indigenous alternative. This decision comes after years of dependency on the Naval Group for weapon integration due to the lack of access to the CMS’s source code.
The existing CMS, known as DCNS SUBTICS (Submarine Tactical Integrated Combat System), does not allow India access to its source code. This has necessitated reliance on the French Naval Group for any modifications or integration of new Indian-made weapons systems, leading to delays and increased costs.
Each time the Indian Navy wishes to upgrade or integrate new technology, it must go through a cumbersome process involving foreign contractors, which is not only time-consuming but also compromises strategic autonomy.
Bharat Electronics Limited (BEL) has been tasked with developing a new CMS for the next three Scorpene submarines currently planned. This move is part of a broader initiative to enhance indigenous content in military hardware.
After thorough testing and validation, this new CMS will not only be installed on the upcoming submarines but will also be retrofitted into the existing six Kalvari-class submarines. This will ensure that all Scorpene submarines operated by India can benefit from local technological advancements.
With control over the CMS, India can independently upgrade its submarines, integrating new weapons and technologies without external assistance. Once the CMS is proven effective on the new submarines, a plan for retrofitting the older Kalvari-class submarines will be executed, ensuring a uniform system across the fleet.
