India is on the cusp of a significant advancement in its ballistic missile defence (BMD) capabilities, thanks to ongoing negotiations with Russia for the transfer of technology (ToT) related to the Voronezh radar system. This deal, which aims to integrate Russian technology with indigenous Indian systems, is set to expand India’s early warning capabilities dramatically, as reported by industrial sources to idrw.org.

The Voronezh radar system is a state-of-the-art, over-the-horizon early warning radar that Russia has developed to detect ballistic missile launches from vast distances. Known for its capability to cover ranges from 6,000 to 8,000 kilometres, the Voronezh will serve as the backbone for India’s Very Long Range Radar program.

The proposed hybrid system will combine Russian radar technology with Indian innovations. This partnership not only enhances India’s technological prowess but also ensures that the system is tailored to meet the specific strategic needs of the region.

A key aspect of this agreement stipulates that at least 60% of the radar components will be manufactured in India, aligning with the “Make in India” initiative and fostering self-reliance in defence technology.

India already boasts the Swordfish Long Range Tracking Radar, which was developed based on the Israeli Green Pine radar used in the Arrow 2 BMD system. This radar has been integrated into India’s Phase-II BMD system, primarily to monitor missile threats from Pakistan, with a detection range exceeding 2,000 kilometres. Sources confirm that the updated Swordfish radar is already operational, providing a robust defensive layer against regional threats.

Incorporating the Voronezh technology will triple the range of India’s radar surveillance, extending over 6,000 kilometres. This expansion will encompass the entirety of China, including potential missile launches from the Chinese mainland, and submarines in the Pacific or Indian Ocean regions, thereby providing India with an unprecedented strategic advantage.

The enhanced radar system will offer critical early warning times, crucial for decision-making and initiating countermeasures, thus strengthening India’s deterrence posture.

This deal not only marks a significant step in India’s BMD program but also underscores the deep defence ties between India and Russia. It reflects a mutual interest in countering emerging security challenges while fostering technological independence for India.

The integration of the Voronezh radar into India’s BMD framework represents a leap towards a more secure and technologically advanced defence posture. As negotiations finalize and local manufacturing ramps up, India will soon possess one of the most formidable early warning systems in Asia, capable of monitoring and responding to missile threats across an expansive region.
