In a significant boost to India’s defence manufacturing capabilities, the French Naval Group, the partner in the Scorpene submarine project, has announced that the combat management system (CMS) for the upcoming three Scorpene submarines will be indigenously developed by Bharat Electronics Limited (BEL). While the core technology will be based on French architecture, the actual system will be designed and built in India.
This development marks a pivotal moment in India’s journey towards self-reliance in defence. The CMS is the brain of a submarine, integrating various sensors, weapons, and systems. Until now, India has been dependent on foreign original equipment manufacturers (OEMs) for this critical component. The indigenous development of the CMS will not only reduce dependency but also create high-skilled jobs in the country.
The decision to localize the CMS is a strategic move to address the limitations faced by the current Scorpene submarines. Currently, the Indian Navy lacks access to the CMS source code, hindering the integration of new weapons and systems. Any modifications require the involvement of Naval Group engineers, leading to delays and increased costs.
By developing its own CMS, India will gain control over its submarine capabilities. It will be able to swiftly integrate new weapons and technologies, enhancing the operational effectiveness of its submarine fleet. Moreover, it will reduce long-term costs associated with maintenance, upgrades, and support.
The localization of the CMS is a major step forward in Prime Minister Narendra Modi’s ‘Make in India’ initiative. It showcases India’s growing expertise in complex defence systems and its potential to become a global defence manufacturing hub. The project will nurture a skilled workforce and foster innovation in the defence sector.
As India expands its submarine fleet, the development of an indigenous CMS is crucial. It will provide a strong foundation for future submarine programs and contribute to the nation’s maritime security.
