The Indian Air Force (IAF) is grappling with significant delays in several critical modernization programs, raising concerns about its readiness to counter the Pakistan Air Force (PAF), which is making strides in developing fifth-generation fighter capabilities. While the PAF pushes forward with its next-generation programs, the IAF’s indecision and bureaucratic hurdles are stalling key initiatives, potentially undermining India’s air superiority in the region.

One of the most glaring delays is in the Multi-Role Fighter Aircraft (MRFA) program, which aims to procure 110 advanced fighter jets to bolster the IAF’s depleting squadron strength. Despite years of discussion, the IAF has yet to issue a Request for Proposal (RFP) for the program. The prolonged delay in even initiating the tender process has left experts puzzled, as the IAF has failed to provide a clear explanation for the holdup. Industry insiders warn that once the RFP is issued, the program could face further delays due to the complex approval process, negotiations, and final contract signing, potentially stretching the timeline by several more years.

Beyond the MRFA, the IAF’s reluctance to invest in cutting-edge programs proposed by Hindustan Aeronautics Limited (HAL) and other domestic entities is raising alarms. The Loyal Wingman program, which envisions unmanned combat aerial vehicles operating alongside manned fighters, remains entirely funded by HAL’s internal resources, with no financial commitment from the IAF. Similarly, critical initiatives like air-launched loitering munitions and air-launched cruise missile programs are languishing due to a lack of funding and prioritization from the air force.

The IAF’s mid-air refueling capabilities, vital for extending the range and endurance of its fighter fleet, are also stuck in limbo. Programs to acquire additional aerial refuelers have seen little progress, further limiting the IAF’s operational flexibility.

In contrast, the PAF is aggressively pursuing its fifth-generation fighter program, leveraging international partnerships and domestic innovation to close the technological gap with India. This proactive approach stands in stark contrast to the IAF’s sluggish pace, which risks ceding strategic advantages to its regional rival.

The IAF’s delays are particularly concerning given India’s ambitious defense self-reliance goals under the Atmanirbhar Bharat initiative. While domestic defense firms like HAL are ready to deliver advanced solutions, the lack of IAF support and funding is hampering progress. If the IAF does not act swiftly to issue RFPs, allocate funds, and prioritize these critical programs, India’s air power could face significant challenges in maintaining its edge over an increasingly capable PAF.
