Air Vice Marshal Manmohan Bahadur, in a recent column, has raised a crucial concern about India’s “Atmanirbharta” (Self-Reliant India) campaign. While commendable in its intention to reduce dependence on foreign suppliers, it should not come at the cost of compromising the fighting potential of the Indian armed forces.

The Vice Chief’s statement highlights a recurring issue in India’s defense sector: the tendency of research and development agencies to overpromise and underdeliver. The delays in the supply of Tejas Mk1A fighters and Apache helicopters are stark examples of this trend.

While India’s efforts to indigenize defense production are essential, the reliance on foreign technology, particularly for critical components like aircraft engines, poses significant risks. The delay in Tejas Mk1A deliveries due to the unavailability of F-404 engines from General Electric underscores this dependence.

The Vice Chief’s call for a balance between Atmanirbharta and national defense is timely. India’s ambitious plans for the Advanced Medium Combat Aircraft (AMCA) and Tejas Mk2 showcase its aspirations for self-sufficiency, but these projects face challenges in terms of timelines and technology.

To achieve a truly self-reliant defense sector, India needs to:

  • Prioritize funding and support for indigenous research and development: Ensuring adequate funding and resources is crucial for the success of projects like AMCA.
  • Attract and retain top talent: Offering competitive salaries and working conditions can help lure Indian scientists and engineers working abroad back to the country.
  • Encourage private sector investment: The private sector can play a vital role in driving innovation and reducing the burden on government-funded research.
  • Streamline procurement processes: Simplifying bureaucratic procedures can expedite the development and acquisition of defense equipment.

By addressing these challenges, India can strike a balance between Atmanirbharta and maintaining a strong and modern military. The Vice Chief’s statement serves as a timely reminder of the importance of this delicate balancing act.
