The Indian Army has taken a significant step towards modernizing its fleet by issuing a Request for Information (RFI) to procure 400 High Mobility Reconnaissance Vehicles (HMRVs) under the Make in India initiative. This move underscores India’s commitment to enhancing indigenous defence manufacturing while bolstering the operational capabilities of its Armoured Regiments and Reconnaissance & Support Battalions. With Bharat Earth Movers Limited (BEML) emerging as a frontrunner due to its recent efforts to co-develop an Armoured Fighting Vehicle (AFV) with an integrated Anti-Tank Guided Missile (ATGM) system, the high-value contract has drawn significant attention in the defence sector.
In line with India’s defence procurement policy, the RFI mandates that vendors offer at least 50 per cent indigenous content in the HMRVs. This requirement aligns with the government’s Make in India programme, which aims to reduce dependence on foreign imports and foster domestic defence manufacturing. The emphasis on indigenous content is expected to create opportunities for Indian defence firms, including public sector undertakings (PSUs) like BEML and private players, to showcase their technological expertise.
The contract will follow a single-stage, two-bid system, ensuring transparency and efficiency in the procurement process. Vendors are required to submit technical and commercial bids, with the Army prioritizing those who can meet the stringent technical specifications while maintaining cost-effectiveness. Additionally, vendors must commit to delivering all 400 vehicles within 24 months of signing the contract, a tight timeline that underscores the Army’s urgency to enhance its operational readiness.
Key Features of the HMRV Contract
The RFI outlines stringent requirements for the HMRVs, which are designed to operate in extreme conditions, from the scorching deserts to the rugged mountains of India’s diverse terrain. The vehicles must function seamlessly in temperatures ranging from minus 30°C to 50°C, ensuring reliability in harsh environments. The Army is seeking modular 4×4 vehicles equipped with advanced features, including:
- Ballistic Protection: The HMRVs must offer robust protection against small arms fire and shrapnel, ensuring the safety of troops in hostile environments.
- High Mobility: Designed for versatility, the vehicles will navigate challenging terrains, including deserts, mountains, and urban settings, with ease.
- Advanced Surveillance and Communication: The HMRVs will integrate cutting-edge systems such as unmanned aerial vehicles (UAVs), loitering munitions, software-defined radios, and real-time surveillance and targeting equipment.
- Weapon Systems: The vehicles will feature 360-degree gun hatches, enabling troops to engage threats from all directions.
- Storage and Logistics: Ample space for ammunition, weapons, and gear will ensure operational readiness during extended missions.
